Question – 6 : How many TT employees have left TT after November 15th and how many new personnel have you recruited? How many job applications have you received so far? How many new employees are you planning to recruit and when? What will be your focus in recruitment (engineering, marketing, etc.)?
Dr.Paul Doany : During the privatisation bidding process we stated that we didnt want to see any of the staff leave the company.
But, as you know, around five to six thousand employees preferred to return to Government (excluding the security personnel, leading to total of just under ten thousand). They wished to keep their civil servant status, with public service objective, and the inherent job security therewith. Of these people, under 60 persons were requested by the company to return to Government. All the others did so by their own wish. We respect their view, and were sorry to see them go.
Of course we now need to hire new staff, particularly for sales, marketing and customer care. In addition, need further capacity throughout the organisation, including skills in network, IT, strategy, regulatory, and other areas. The number will depend on the C2 personnel who convert their status this year. We have started a hiring process at the high levels, with some new appointments already announced, and you will be seeing the results over the coming months.
I would like to mention that although we didnt advertise new positions, we received over 26,000 applications already, following announcements of intention to recruit new personnel this year this shows that there is no shortage of interest in working for TT, and we need personnel throughout the country.
Question – 7 : Are you planning to outsource some of the functions?
Dr.Paul Doany : We currently outsource several functions and positions, such as: call centre personnel provision (customer care); network construction and network maintenance; facilities maintenance; sales/franchisees, and solution partners; etc.
We dont have any immediate plans for further outsourcing at this time.
Such decisions will be made pending analysis of our company status. Our strategy is clear: if we can do it better inside TT, there is no need to outsource.
In this regard, better means: cost and/or quality, whatever is the requirement of the respective service objective.
Question – 8 : We have heard that the organizational restructuring is going on (especially for the provincial directorates). Would you give us some hints about that?
Dr.Paul Doany : As stated earlier, we dont plan any immediate changes in the provincial directorate structure now, except the need to centralise commercial management functions (sale/marketing). In that regard, we will operate a matrix organisation, with the Provincial Directors retaining overall management in their respective areas.
We have explained this briefly in our Antalya meetings late January, and will be visiting the provinces very soon to further discuss this new approach for the commercial sales and marketing.
Question – 9 : Are you planning to appoint a CEO? If yes, when?
Dr.Paul Doany : There were some press reports last year equating us to Turkcell, in terms of both companies searching for a CEO.
The difference is that after Muzaffer Akpinars resignation, their company had no CEO, and obviously they needed to fill that gap very quickly.
In TT, after Mr Mehmet Ekinalans change of position, I was appointed CEO, so there was no gap.
I have committed to dedicate my full time to directing TT management this year, and I can say that there are no immediate plans for filling the CEO post at present.
Question – 10 : Will TT HQ move to Istanbul? Which departments will you have in Istanbul?
Dr.Paul Doany : As stated earlier, we have commenced setting up of a Management Headquarter in Istanbul, using one of the TT buildings in Etiler.
Ankara will become the Operations Headquarter, in which we will have network, IT, in addition to overall Support Services Department for the entire organisation. We will also maintain support units for sales/marketing, customer care, in addition to finance, regulatory, legal, human resources, corporate & public relations.
Accordingly, the new HQ in Istanbul will house CEO office: Commercial Department (Marketing, Sales & Customer Care); Strategy Department (a new department that will centralise strategy development across the entire company); Program Office (managing all the active projects in the company, which is also a new department); Finance; Legal; Regulatory, HR and Corporate Affairs.
