January 25th, 2005 dated Council of Ministers decision was published in todays Official Gazette. The decision says: The presentation of public services on a common platform, from one door (portal) and the duty and responsibility to set up the technical infrastructure that will enable safe and fast access for citizens to the services provided by the government through the electronic environment has been given to Turkish Telecommunication Co.

The Council of Ministers decision that was given after a letter that was received from the e-Transformation Execution Foundation of Turkey on December 3rd says The attached decision about the establishment of the technical infrastructure for e-Government Portal in order to provide secure and fast service to make government services available through electronic environment is to be executed.

According to the decision of the Council of Ministers, e-Transformation Execution Foundation of Turkey is authorized to make every decision about the phases of the project.

Decisions of the Council of Ministers:

Article 1. The presentation of public services on a common platform, from one door (portal) and the duty and responsibility to set up the technical infrastructure that will enable safe and fast access for citizens to the services provided by the government through the electronic environment has been given to Turkish Telecommunication Co.

Article 2. The work about the services that are going to be integrated to the e-Government Portal by Turkish Telecommunication Co. on behalf of the state foundations and institutions, is to be administrated under the coordination of the Planning Organization Undersecretariat of the Government. Planning Organization Undersecretariat of the Governments thoughts about the technical list of conditions that will be the major element for the e-Government Portal Projects tender are to be prioritized.

Article 3. Within the scope of the e-Government Portal Project, the technical infrastructure that consists the common components that enable the public services to be provided in the electronic environment in an integrated manner like security, identity control, authorization and payment services is to be established.

On this infrastructure, those services that are currently being provided over the internet and those that are being used heavily by the citizens are to be integrated first. The other services are to be integrated to the e-Government Portal as they are made available.

Article 4. e-Transformation Execution Foundation of Turkey is authorized to make every decision about the phases of the project. The execution status of the e-Government Portal Project is to be reviewed by the e-Transformation Execution Foundation of Turkey, maximum 1 year after the announcement of this decision.
Article 5. The equipment and software and their management that is produced for the e-Government Portal is to be transferred without any remuneration to the Planning Organization Undersecretariat of the Government on the date that is determined by the Minister responsible for the Planning Organization Undersecretariat of the Government. The procedures and the principles about the transfer are to be determined by an agreement that is going to be made between the Planning Organization Undersecretariat of the Government and Turkish Telecommunication Co.. After the transfer, the resources of Turkish Telecommunication Co. for the administration of the e-Government Portal could be utilized in return of its fee.

Article 6. This decree is valid on the day of its announcement.

Article 7. This decree is to be executed together by the Minister responsible for the Planning Organization Undersecretariat of the Government and the Minister of Transport.
