Turk-Internet.com : Hi Mr. Pastukh. We are in Istanbul for a meeting. Could you tell us what is the aim of this meeting?
Sergey Pastukh: Well, first of all it is a meeting which we usually provide every 18 months between civil and military spectrum managers. So actually the main idea of this meeting is to find a common solution in some frequency bands where we can find interference between civil and military applications. It is one of the main goals.
At the same time we have a different discussion on how spectrum management could be organized in order to meet all demands from the civil part and as well as the military part. So this is the meeting which is very important for first of all of course spectrum management and frequency uses all across the KPK administration among all the European Union as well as all the European Continent and the countries.
Turk-Internet.com : And also NATO?
Sergey Pastukh: Yes of course. NATO is the main player I would say from military side of this meeting, because NATO has a lot of administration from Europe which discuss the same issue within NATO part. So as they come to this meeting with some already agreed ideas, at the same time they listen to at this meeting as a part which are not a NATO country but still are in the Europe.
Turk-Internet.com : I would like to ask you about this. We have listened from you the aims of the meeting. Do you think you’ve reached the useful results here for the frequency management between military and civil aims.
Sergey Pastukh: Okay, I see your question. As for a result, I wouldn’t say that this meeting is a decision making meeting. We are not making decisions, we are mostly consulting here. And what we prepare at this meeting is mostly options for the decision which we take in CEPT if we are talking about the civil side.
We are making them on working group FM. And then we go to the ECC where we have an already decision making process. And NATO was well and the military colleagues as well they go in to the some entities within NATO and discuss the options and also find a conclusion.
So I mean that this meeting is mostly coordination, and the preparation of different options for the discussion. From this point of view I am pretty sure that we met and we reached this goal of finding different option and possibilities for some very though or very difficult questions in spectrum.
Turk-Internet.com : And as my last question, we were not talking about frequency management among military and civil organizations in the past. Now we are discussing these but why? Technology is changing and more civil aims are rising, is that so? What is the reason?
Sergey Pastukh: The main reason is that the spectrum is not unlimited. With the development of new technologies we need more bandwidths. And this resulted that we need to share the spectrum. And when we share the spectrum, a coordination in order to avoid interference is obviously needed. So this is the main driving force to have such a meeting and to have such a discussion in this meeting.
