One of the most important components of mobile sector is solution partners in other words eco-system. The contribution of this market to the information technology sector, where figures totaling up to 700-800 million $ are mentioned, is undisputable. We asked Turktan about his views for Aveas solution partners:
What Are You Doing About Solution Partners? Is There Anything New?
Cuneyt Turktan : We intend to work with a core team; we intend to outsource everything else.
A different approach is noticed with Turkcell in this matter. In the sector, it is talked about that the solution partners are taking the works they do inside and they are afraid of them being snatched by other operators. Arent you afraid of giving all the work out? This is more different to work partners than other operators what will you give, what will you keep in your hand?
Cuneyt Turktan : Certainly all operators want exclusive (only for themselves) solution partners but it is not happening. We are aiming to keep our solution partners not by compulsion but by supplying employment and income. With our foreign suppliers, while they are handling other business inside we will be working on matters such as:
– System developing
– Forming teams.
We will announce our works in relation with solution partners in the near future.
What Is More Fulfilling From The Point of Value Added Services?
Cuneyt Turktan : There is SMS, logo and melody services and song download. But all of these are working geared to advertisement. In other words it rises when you advertise, and drops when you stop to advertise. The services other than that are not fully developed yet. Once they reach the point of satisfaction, money will be started to be spared for Value Added Services (VAS).
The chance of value added services in Turkey is low. Because there are more TV channels than there are in Europe. If you wish to find out about the weather, when you zap thru 2-3 channels you will definitely get the information. If you wish to learn about a foreign currency exchange rate again you can get it immediately from the TV. In other words there is no meaning in sending this type of information with SMS when there are so many TV channels around.
The ones that will sell most can be goals, sports service. In the subject of Value Added services (VAS) it is important that the devices improve. Blackberry is raising the quality in this area.

Will there be anything like a Bulk MMS Service?
Cuneyt Turktan : There must be. It can be for bank procedures for example. We will make e-signature. As a matter of fact it will be a different model in other words it will be via mobile telephones. At the moment in the present system it can be done over PC + Mobile telephone. We will be starting this application at the end of the year.
How are you supplying or auditing the service quality of your solution partners?
Cuneyt Turktan : It is a delicate matter. You need to be very careful. Time and time we are receiving complaints regarding these matters from the final consumers. For example; SMS forwarding for TV voting.
For this reason I think the operators must work jointly. Because, unfortunately; we are not showing a proactive (taking precautions before the problems rise) reaction, but a reactive one (replying when the problem rises). A black list should be established for this matter, we can only find out about them when complaints are made.
Finally, is Cuneyt Turktan happy with his state?
Cuneyt Turktan : I am working in order to fulfill my duties and my responsibilities. I have been working for the Oger group since 5 years. It is an advantageous and dynamic structure. Avea was a new company and it was a challenge for me.
Oger has had major success as a construction company. It is working rapidly and decisively. Turkish Telecom and Avea are getting stronger in the area.
